Read the following article and as the topic title suggests, we have to look at what is best for the game to grow.

Our game has a stigma attached to it . It is a "too" rough a game of my kid to play.

Rugby is played by a "bunch of beer swilling" ruffians.

With Ontario' new funding from the Ontario Goverment for "Startrugby" (see the Rugby Ontario website) the Ontario clubs and volunteers will be confronted when approaching the elementary school system with all of the above negatives and the usual,"lack of coaches".

The following article provides them with a "heads-up" in how to introduce & dealing with in an appropriate approach addressing these issues while introducing the game to the prospective market of 10,000 children (boys & girls) in grades 6,7 & 8.

"Call to ban rugby scrums at schools
Last updated 4 Jul 2010 - 12:45 pm

Rugby scrums and high tackles should be banned in school sportRugby scrums and high tackles should be banned in school sport, a public health professor has said.

Professor Allyson Pollock, director of Edinburgh University's Centre for International Public Health Policy, called for the ban after research revealed injuries sustained by youngsters playing the game.

The study included 470 rugby players at five schools in Scotland during the second half of the 2008-09 season, from January to April last year.

There were 37 injuries recorded, 26 during matches and 11 in training, including 20 which needed a trip to the accident and emergency department.

The tackle was the "commonest phase of play causing injury" with head and face the most injured body part and sprain/ligament injury the most common injury, the study found.

Professor Pollock, one of the study's authors, said: "High tackles and scrums should be banned. The sport is not safe enough for schoolchildren and not enough is being done to protect the safety of children.

"We know that most injuries occur in tackles and the scrum so there have got to be much greater safety measures in these areas.

"It may change the game but it's better to have a safe game than a dangerous game.

"Concussion is under-reported because it's not being monitored properly. Repeated concussions may have severe long-term consequences.

"Rugby is compulsory in many schools - and schools, teachers and coaches have a duty of care towards children."

The salary cap will be set at £7.1m (approx 13 million Canadian), a figure that still outstrips the current £4m limit imposed on Guinness Premiership clubs in England.

Just five years ago there was nothing much wrong with rugby but the latest International Rugby Board statistics point to a broken game with too much emphasis on kicking.

Great news that Argentina finally is joining the tri nations. But it shows how Canada was spinning its wheels. Only 20 years ago, Canada was regularly beating Argentina (maybe not regular, but at par), now they are accept as being a part of the elite.

England will host the Rugby World Cup in 2015 and Japan will run the tournament in 2019, the International Rugby Board announced Tuesday.

Approval from the board's ruling council was widely expected after Rugby World Cup Ltd. — the IRB-controlled company that oversees each tournament — last month endorsed England and Japan as the strongest bidders.

Board chairman Bernard Lapasset said 16 of the 26 IRB council members voted in favour of the English and Japanese bids during afternoon deliberations at a Dublin conference centre. Others backed rival finalists South Africa and Italy, which both placed bids to host either in 2015 or 2019.

England last helped stage a Rugby World Cup in 1991, while Japan will play host for the first time. Four years ago, Japan was the front-runner to host the 2011 World Cup but lost unexpectedly to New Zealand.

England Rugby Union chairman Martyn Thomas called the decision “a relief, and also great joy for England.”

Thomas said 2007 host France had set new standards for facilities, crowd control, ticket sales and fan enjoyment.

“France raised the bar. We've now got to raise the bar again,” he said.

Lapasset said England triumphed in part because its rugby union could offer particularly strong financial guarantees and impressive existing stadiums, crucial during a time of global recession.

He said Japan represented a great platform to promote rugby in Asia and keep expanding the audience and financial clout of a tournament first staged only 22 years ago.

England's winning bid proposed using Wembley, Manchester United's Old Trafford, Liverpool's Anfield and Arsenal's Emirates Stadium as venues, while Twickenham would host the final. The England Rugby Union projects it could sell three-million tickets — 50 per cent more than the existing record set by France in 2007.

“We've got some very iconic stadia we're going to be using,” Thomas said.

Rugby unions from eight nations — bidders England and South Africa as well as Ireland, Scotland, Wales, France, Australia and New Zealand — had two votes each in Tuesday's decision. Japan, Italy, Argentina, Canada and six regional associations representing whole continents had one vote each.
